Driving home to Kosovo in winter from Germany, Austria or Switzerland: tyres, vignettes and borders
Thousands of families drive home from the DACH countries for the holidays. This guide covers the rules on the way and on arrival, each taken from the government's own page. It doesn't pick a route for you: check a route planner and road conditions before you set off.

Short answer
Fit winter tyres before you leave. Germany and Austria require them whenever there's snow, slush or ice (Austria from 1 November to 15 April), and Kosovo requires winter equipment from 15 November to 15 March. Buy Kosovo border insurance, because the Green Card isn't valid there, and a vignette if you use Austrian or Swiss motorways.

Germany: winter tyres when the road is wintry
Verified · checked on 22 Oct 2026
Section 2(3a) of Germany's road traffic regulations (StVO) says you may only drive a motor vehicle in black ice, packed snow, slush, ice or frost if all wheels have tyres meeting the winter-tyre standard of §36(4) StVZO. There are no fixed dates: the rule follows the conditions.
Austria: tyres, and the vignette's 18-day catch

From 1 November to 15 April, cars and vans up to 3.5 t may only be driven in wintry conditions (snow, slush or ice) with winter tyres on all wheels. Snow chains on at least two drive wheels are allowed instead only when the road is covered by a continuous layer of snow or ice. A tyre counts as a winter tyre only if marked M+S, M.S., M&S or with the snowflake symbol.
Austrian motorways need a vignette. ASFINAG's 2026 car tariffs (valid from 1 December 2025): €106.80 a year, €32.00 for 2 months, €12.80 for 10 days and €9.60 for 1 day. Bought online, a 1-day or 10-day vignette can start immediately, but 2-month and annual vignettes are valid only from the 18th day after purchase, for consumer-protection reasons. A few border stretches are exempt.
Unknown: ASFINAG's page doesn't yet show the tariffs for vignette year 2027, which starts on 1 December 2026. ASFINAG says 2026 is the last year of the sticker vignette; from 2027 it's digital only.
Switzerland: the e-vignette

Swiss motorways need a vignette. The Federal Office for Customs and Border Security (FOCBS) charges exactly CHF 40, the same for the sticker and the e-vignette, valid from 1 December of the previous year to 31 January of the following year. Buy it only at e-vignette.ch or via.admin.ch: FOCBS warns about fake sites and emails.
Unknown: we couldn't confirm Switzerland's winter-tyre rule on an official page this session, so check the Swiss authorities or your motoring club before you go.
Passing through Serbia

Many routes from Central Europe pass through Serbia; we only cover it as a transit country. The US State Department says that to enter Serbia from Kosovo you need a recent Serbian entry stamp, and that Serbia will bar US citizens from entering from Kosovo if they entered Kosovo from any country other than Serbia, including via Prishtina airport.
That guidance is for US passports. Other passports: check your own foreign ministry. If you'd rather not transit Serbia, plan a route through other neighbouring countries, for example Croatia and Montenegro, and check each country's winter rules.
Arriving in Kosovo

Kosovo's road traffic law requires winter equipment from 15 November to 15 March; driving without it on snow or ice is prohibited, and the fine is €40. The same law bans studded tyres, using snow chains when no part of the road has snow or ice, and driving onto a public road without clearing the snow off your car.
Kosovo is not in the Green Card system, so a car registered outside Kosovo needs Kosovo border insurance, sold at the border or online by the Kosovo Insurance Bureau (BKS). BKS says Albanian compulsory motor insurance is valid in Kosovo.
The US embassy recommends driving in daylight, and the State Department warns that mountain roads can be narrow, poorly marked and without guardrails, and that dense fog can cut visibility.
Frequently asked questions
Do I need winter tyres in Austria in December?
Yes, whenever there's snow, slush or ice on the road: Austria's rule for cars up to 3.5 t runs from 1 November to 15 April. Chains on two drive wheels are allowed instead only on a continuous layer of snow or ice.
Can I buy the Austrian annual vignette online the day before I leave?
It won't be valid in time: ASFINAG says annual and 2-month vignettes bought online are valid only from the 18th day after purchase. A 1-day or 10-day vignette bought online can start immediately.
Is my Green Card valid in Kosovo?
No. Kosovo isn't in the Green Card system, so you buy Kosovo border insurance at the border or online from BKS. Cars insured in Albania are the exception BKS names.
Can I drive back out through Serbia?
For US citizens, the State Department says you need a recent Serbian entry stamp to enter Serbia from Kosovo, so this generally works only if you came into Kosovo through Serbia. Other passports: check your own foreign ministry.
