Renting a car and driving in Kosovo and Albania
A car is the easiest way to reach villages, beaches and mountains. Here's what to sort out before you pick up the keys.

Your licence and an International Driving Permit
The US State Department says nonresidents can drive in Albania with a valid US licence or an International Driving Permit (IDP). Rental companies set their own rules, so ask whether they require an IDP.
In the US, IDPs are issued only by AAA and the American Automobile Touring Alliance (AATA). Carry the IDP together with your licence. It's valid for one year. USAGov warns that other sites selling 'international licences' are often scams.
Insurance and border crossings
Kosovo doesn't accept the Green Card. Cars registered outside Kosovo need Kosovo border insurance, except those insured in Albania (and Serbia), per the Kosovo Insurance Bureau. If you rent in one country and plan to cross, get the rental company's written permission first.
On the road
In Kosovo, report every accident to police, even minor ones, and don't move the car until they arrive. Police may keep your licence until a fine is paid (US State Department).
Speed limits, alcohol rules and headlight rules for both countries, with links to the laws, are on our essentials page.
