Kosovo
Kosovo's two national mobile networks, IPKO and Vala, both sell eSIMs. IPKO sells them online or in its shops; Vala's eSIM is activated at a Vala customer-care point. The regulator is ARKEP.
Albania
Vodafone Albania sells tourist eSIM packages on its website, and One Albania offers a tourist pack on a prepaid SIM. The regulator is AKEP.
Crossing between Kosovo and Albania
Since 1 July 2021 the Western Balkans regional roaming agreement means users in Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia pay no extra roaming charges within the region beyond domestic prices, according to the Regional Cooperation Council. Your plan's own data allowance and fair-use terms still apply, so check with your operator.
EU 'roam like at home' does not yet cover the Western Balkans, so an EU plan may charge roaming in Kosovo and Albania.
